Citywide Policy Plan:  plan elements

State of Wisconsin law requires that the Citywide Policy Plan contain the following nine elements:
·   Issues and Opportunities
·   Land Use
·   Transportation
·   Housing
·   Economic Development
·   Utilities and Community Facilities
·   Agriculture, Cultural and Natural Resources
·   Implementation
·   Intergovernmental Coordination

The State allows considerable flexibility in how these elements are organized. Milwaukee's Citywide Policy Plan will be organized around the following nine sections, with all State-required elements covered in one or more sections of the Plan:
Citywide Policy Plan Section Corresponding State-Required Element
Issues and Opportunities Issues and Opportunities
Land Use Land Use
Housing and Neighborhoods Housing
Economic Development Economic Development
Cultural and Natural Resources Agriculture, Cultural and Natural Resources
Public Infrastructure and Transportation Utilities, Community Facilities and Transportation
Intergovernmental Cooperation Intergovernmental Coordination
Implementation Implementation
Area Plans All relevant elements

Once adopted, all elements in the Citywide Policy Plan will be treated with equal weight; no single element supersedes any other.
