State of Wisconsin law requires that the Citywide Policy Plan contain the following nine

State allows considerable flexibility in how these elements are
organized. Milwaukee's Citywide Policy Plan will be organized around the following nine
sections, with all State-required elements covered in one or more
sections of the Plan:

element supersedes any other.
